ACADEMIC OUTREACH CENTER FOR ADVANCED TRAINING OF RESEARCH PERSONNEL (AOCATRP)

The number of scientists, researchers and higher-education instructors dissatisfied with the current state of modern science is growing rapidly. However, teaching disciplines from non-traditional positions at the D.I. Mendeleev University of Chemical Technology of Russia and at Togliatti State University shows that it is difficult for a listener to decide to change established, habitual scientific views. This also applies to the members of editorial boards and reviewers of many scientific journals, which a critically-thinking author generally cannot break into. There is a pressing need for an educational and methodological center for new approaches to presenting fundamental disciplines – physics, chemistry, cosmology, ecology and others – based on several postulate-free principles. An example of such a center is the Institute of Integrative Studies (Haifa), headed by IASS academician, Dr. Sc. (Eng.), Professor V.A. Etkin, where regular monthly International Scientific and Technical Conferences (ISTC) are held online. This activity is well documented online on V.A. Etkin’s personal page. IASS has established an Academic Outreach Center for Advanced Training of Research Personnel in the form of distance-learning courses, with a corresponding certificate issued upon completion (AOCATRP).

The need to organize the educational process from new positions is confirmed by the fact that the joint report by I.N. Dorokhov and V.A. Etkin, «The System-Energodynamic Approach as a Means of Overcoming the Crisis in Theoretical Physics», was awarded a bronze medal at the 1st World Championship of Science in Dubai, and the report by I.N. Dorokhov, «Toward Substantiating the Existence of a Zero Element in D.I. Mendeleev’s Periodic Table», was declared the winner in the «Chemical Sciences» section of the XI International Scientific and Practical Conference «Innovative Development of Modern Science: Theoretical and Practical Aspects» (Anapa, 10 October 2025). A textbook by these authors, «System-Energodynamic Analysis of Natural and Technological Processes», intended for researchers and university instructors, is being published in 2025 by LENAND (670 pp.). Requests for the textbook have come in from dozens of state and commercial organizations.

Under the AOCATRP regulations, instructional lecture-reports and seminars are regularly given and held online by the heads of the Academy’s sections – scientists with extensive research experience. Detailed information is provided in the Regulation of the AOCATRP. For listeners, the problems raised are new. As A. Einstein emphasized, «the ability to see a problem is the presumption of a mature mind». The lecture-reports correspond to the research field «System-Energodynamic Analysis of Natural and Technological Processes» (Certificate of the Russian Academy of Natural Sciences on inclusion in the «Register of New Scientific Fields» No. 0373 dated 12.09.2023) and are published in the «Bulletin of the Academy (IASS)», issued from 2000 to the present. Access via the electronic library, e-mail: info@elibrary.ru. «Physics is not yet finished, contrary to the opinion of some adherents of the modern scientific paradigm. Ahead of us lie fuel-free energy, gravitational engines, and much more… An interesting future awaits us, next to which the works of science-fiction writers will look like child’s play», believes Dmitry Losinets, a graduate of the Moscow Institute of Radio Engineering, Electronics and Automation (MIREA) (2011) and postgraduate student of the Moscow Aviation Institute (MAI) (2014).
